repotting roses!

In my roses guide it says that its safe to replant roses, But its
still cold and still a chance for more snow. So should I wait until
April? I have four different types (1-Hybrid tea,1-Grandiflora, 1-
Floribunda, and a small shrub rose Flower Carpet).

Michelle,
You don't say what hardiness zone you live in or whether or not the roses y=
ou want to plant are dormant or already growing. Is the 'rose guide' you ha=
ve, on the plant's package or pot or is it in a book? Either way, I wouldn'=
t trust it as they're written in too general of circumstances.

You mentioned the possibility of snow still, so I'm not understanding why y=
ou would want to plant anything yet unless you just feeling like you need t=
o get them in the ground.

Roses are perennials. Perennials that are already settled in the ground fro=
m last season go through freezing and thawing and freezing and thawing peri=
ods this time of year (or pretty soon).
New growth might pop out on them here and there, only to be burnt by the ne=
xt freezing blast of winter. This doesn't kill the plant though as it will =
grow more new growth over and over until warm weather settles in for the se=
ason.

That said, planting roses or anything else right now, (before the chances o=
f a last frost of the season) runs the high risk of heaving out of the soil=
because their roots are not settled in enough yet to take hold. Heaving ou=
t of the soil causes the roots to dry out and almost certain death.
I would suggest trying to keep the plants dormant in a cold place such as a=
n unheated garage. Keep the roots watered as much as they would get it if t=
hey were planted in the ground. You want to keep them alive but dormant as =
much as possible.

I am in zone 7/ MD. They have been budding but the cold and temps
have been burning them a little(new buds).
