I left the subject line since I am responding to both questions.
Growing bonsai from seed is not recommended for beginners. You can do it as
an experiment, but meanwhile, go to a nursery and get a young tree to actually
work into a bonsai.

As someone suggested, the scale were probably on your tree from the
beginning, but you didn't notice them until they became serious. The only sure cure for
scale is a systemic insecticide. You don't say where you are. In the US, both
Orthenex and Di-Syston are effective, but Orthenex has to be sprayed
outdoors. Your tree will do much better if you put it outdoors for the rest of the
summer, starting in full shade & gradually into almost full sun. If you need to
have a tree in the office, get two or three & rotate them.
