Yes, as per GardensAlive product:
Neem-based spray stops plant diseases!
Shield-All II comes from neem seed oil! It is equally useful for controlling
fungus diseases on vegetable crops as on shade trees, shrubs, houseplants
and other ornamentals.
As a preventative, apply on a 7-14 day schedule until the potential for
disease development is no longer present. If fungus disease is already in
evidence, apply on a 7-day schedule until disease is eliminated, then on a
14-day schedule to prevent reoccurrence. To prevent powdery mildew, apply in
midsummer or when disease is first detected.
For best results, be sure to spray all leaf surfaces, top and bottom, until
completely wet.

Well I checked my bottle of the local product and it definitely only
claims it is an insecticide. Perhaps it is a different formulation.
I don't think I would be very likely to try it as a fungicide anyway, as
it seems to be a bit hard on some foliage and there are other things
one can apply less likely to cause damage.
In fact the only thing we regularly apply it for in this garden is
codling moth control, which it seems to do very well.
Thanks anyway to those who wrote.
