Since my original request I was able to get the answer. It seems that
regulations about what you take out of the state have tightned a bit in the
last couple of years, or so the travel agent says. If I want to bring in a
purchased orchid from HI to any other American state, the nursery has to
send the plant, along with a bill of sale to the agricultural inspection
unit located in the airport. The bill of sale must have the correct id for
the plant, as well as the background of it [orchids in specific]. I pick up
the plant when I board the plane.
But you are correct, I should do research on this a bit more, because I know
specific places in HI that sell orchids that are very difficult to find on
US's East coast.

Most of the stuff I've brought back from Hawaii was prepackaged seed that
was preapproved for taking home. Plumeria, Bird of Paradise and Ti plants,
mostly. I never saw orchids, but wouldn't have been looking for them,
either.
For the most part, Hawaii is much more worried about what you want to bring
IN than what you take out. But I think there's still an agricultural
inspection, even as you leave. I would imagine that anything you bought
there, rather than just "finding" a nice orchid... well most reputable
dealers should be able to tell you if you needed any paperwork. They're all
about tourism, so they usually cater to people who intend to take things
with them when they go.
Maybe you could do an internet search on Hawaiian agricultural inspection
requirements or something?
