This is a most interesting idea and could well also be used also if like
me you were occasionally instead putting stones in the bottom of pot to
make it _heavier_ to withstand wind!
I would actually go a stage further. One of the few problems with the
sort of mix I make is that with regular watering a good deal of the
finer material regularly washes out the drainhole. This not only
diminishes the volume of soil in the pot (which if it goes on long
enough can result in a pot almost entirely filled with roots) but it
alters the texture of the soil and maybe drains out quite a few of the
organisms...
So the idea which strikes me is that one could in small pots put just
the layer of paper without the "peanuts". Water would drain freely
through this, but the soil would stay in place. I am still doing the odd
bit of repotting in the glasshouse, so I shall make a point of trying
it soon and by spring I should have some idea of whether it actually
works.

I haven't tried this in pots but I regularly do this it seed trays
for the same reason and I've never had a problem
