slugs vs deer???

Dear List

The blossoms are out on my tomatillos, and I experienced strange damage: the
tops were taken off my tomatillos, at about 12" to 16" above the ground. The
stems of the tomatillos were perfectly intact. I did see a "baby slug" at
the top of one of the "bit off plants", but I could not see any other stem
damage below the 'cut-off top."

Two possibilities suggest themselves:

1: Passing deer ate the top of the plants.

2: Baby slugs were unable to bite through the stem of the plants, and kept
on crawling up, until they found stalk that was tender enough for them to
cut into.

Would anyone have thoughts on the most likely reason for such "top damage?"
