Nadine,
What you have described is a classic case of a Euonymus shrub
infested with Euonymus scale, an insect pest. The white lines are the
male scales; the females are more brown and broader. The two major
control methods are: (1) prune off branches that are heavily infested,
and (2) thoroughly spray the plant in late winter with a dormant oil.
Scale insects are hard to kill with standard insecticides because they
cover themselves with a impervious waxy material. The dormant oil will
cover the scale and cut off their oxygen supply, suffocating them. The
reason you use the oil in winter is that it may damage the plant foliage
when used when the plant is in active growth. The Maryland Cooperative
Extension has a leaflet on this particular insect pests. You can get a
copy of the leaflet at your local Extension office or by calling the
University of Maryland Home and Garden Information Center Monday through
Friday between 8 am and 1 pm at 1-800-342-2507.
